HB-30 "MOTHBALL FLEET"
Hulls held in reserve, paint kept fresh, machinery turned over once a quarter. A fleet kept against a day that might come.
The reserve fleets of the post war period were the largest assemblages of capital ships ever held off active service. Battleships, carriers, cruisers, and destroyers sat at anchor in protected estuaries, maintained against the possibility of reactivation. Many were never recalled. Some were called back twice. The fleet that mattered most was sometimes the one not currently moving.
For those who understand that capacity held in reserve is its own form of capability.
