The battlecruiser was built around the first half of that sentence. Boiler rooms expanded, belt armour shrank, hulls lengthened to accommodate the trade. Three or four knots of extra speed bought tactical flexibility no battleship could match. The cost only showed up under sustained heavy fire, and by then it was already paid.
