The diesel electric submarine ran on the surface under diesel power and submerged on the batteries those diesels had charged. Endurance underwater was set by the battery, not the fuel. The boats spent most of their time on the surface, dived for the contact or the threat, and surfaced again as soon as the threat had passed. The doctrine reversed when nuclear power arrived. For thirty years before that, this was what a submarine did.
