The ballistic missile submarine was the leg of the deterrent designed to be unfindable. A boat at sea, on patrol, in an area of ocean known only to her own command, capable of returning fire after any first strike. The doctrine ran for forty years on a small number of hulls held continuously at sea. The credibility of the deterrent was the certainty that one of those boats was, at all times, on station.
For those who understand that the right answer to a hard problem is sometimes a small element of capability, held continuously, with discipline.
